Winter Parking Rules |
Overnight Parking - Overnight parking on
street is prohibited between November 15 and April 15. Any car parked on
the street continuously between the hours of 2 a.m. and 6 a.m. shall be
considered parked overnight. See section (3) below.
Winter Storm Parking - No on street
parking is
permitted during a snow or ice storm that has been in progress for one
hour. The parking ban shall remain in effect for a period of 24 hours
after the storm has ended. See section (2) below.
NOTE: Violations are generally cited using a State of
Connecticut Infraction Notice. The violator is charged under Connecticut
law for Violation of Town Ordinance. In South Windsor the total fine
for this violation is $29.00
Town Ordinance pertaining to parking
ARTICLE IV. STOPPING, STANDING AND PARKING
Sec. 94-136. Parking violations.
(a) Generally.
(1) Wherever any vehicle is found parked in violation of any of the provisions of this subsection (a) or any ordinance or rule or regulation of the traffic authority that relates to parking, any duly authorized law enforcement official of the town shall attach to such vehicle a notice to the owner or operator thereof stating that such vehicle has been parked unlawfully and instructing such owner or operator to report to the office of the chief of police in regard to such violation. Each such owner or operator may, within 48 hours of the time when such notice is attached to such vehicle, pay to the town as a penalty for and in full satisfaction of such violation the sum of $8.00. The failure of such owner or operator to make such payment to the town within 48 hours from the issuance of such notice shall render him liable to the penalties established in accordance with C.G.S. § 51-164m.
(2) No vehicle shall be parked on the public streets of the town during a snow or ice storm that has been in progress one hour and continuing for a period of 24 hours after the storm has ended.
(3) No vehicle shall be parked on the public streets of the town overnight for the period from November 15 to April 15. Any vehicle parked continuously between the hours of 2:00 a.m. and 6:00 a.m. during this period shall be deemed to have been parked overnight, and the owner thereof may be subject to the payment of a penalty as provided in subsection (a)(1) of this section.
(4) The chief of police is authorized to create or designate a vehicle pound to which automobiles and vehicles may be removed by duly authorized law enforcement officials pursuant to the terms of this section.
(5) Whenever a vehicle is parked in such a manner as to constitute a menace to traffic, is apparently abandoned on a public highway within the town, or is parked on such a public highway without proper registration, it may be removed to a vehicle pound under the direction of a duly authorized law enforcement official by means of towing or otherwise pursuant to the procedures established by C.G.S. §
14-150.
(6) Before the owner or any person entitled to possession of any impounded vehicle shall be permitted to remove the vehicle from a vehicle pound, he shall furnish to the chief of police or such other agent as the chief shall designate evidence of his identity and his right to possession of the vehicle and shall pay the cost of removing the vehicle to the vehicle pound plus the cost of storage, in accordance with the provisions of C.G.S. §
14-150.
(b) On private property.
(1) No person shall cause or permit a vehicle to be parked on the property of another person, business or a corporation except with the express permission of the property owner or his agent.
(2) Any person who shall violate the provisions of this subsection (b) and the owner of the registration of the vehicle shall be fined not more than $8.00 for each offense.
