P.A.C.T. Academy
About the Academy..
The P.A.C.T.
Academy provides community members with an inside look at local law enforcement. During
the program, students will be introduced to a variety of topics as described under the
curriculum outline.
This twelve-week program
is designed to give citizens an overview of the police departments function and
operational procedures. The weekly sessions are not designed to train the participant as a
police officer.
Classes are taught by
police executives and veteran police officers with expertise in their particular job
assignment.
Participants will have the
opportunity to meet the Chief of Police and other staff members. Students are encouraged
to ask questions and express ideas and concerns to police employees.
The P.A.C.T. Academy is
offered in the fall and spring each year.

Academy
Curriculum Description
Classes for the P.A.C.T. Academy are generally held on
Tuesday evenings from 6:30 until 10:00. Subjects presented will include items unique to
South Windsor as well as generally accepted police practices. The general schedule of
topics will be as follows:

Week 1
|
Chief of Police Gary K. Tyler will welcome
participants and describe the South Windsor Police organizational structure
and history. A discussion on the philosophy of the department, along with the
mission of the academy will take place. One of our officers will describe the
agency’s recruitment and hiring practices from the point of view of a
candidate having to endure the real-life ups and downs associated with the
testing and hiring processes. Our Training and Recruitment Officer will share
the department’s policies and procedures in hiring and training our officers.
A tour of the facility will also be conducted.

Week
2 |
The patrol officer’s
role in South Windsor will be the main topic of discussion. Practices
such as directed patrol and community policing will be discussed. In
addition, you will meet the members of our Special Enforcement Unit (SEU),
and hear them describe this innovative approach to targeting the town’s
concerns in the most effective manner possible. |

Week 3 |
You will be introduced to members of South
Windsor’s detective division, who will talk about investigative techniques and
the usefulness of forensic science. The intricacies of a computer crime
investigation will also be discussed |

Week 4 |
Here’s your
opportunity to meet our Canine Officer and his partner. Our Canine
Officer will describe the usefulness of a canine in policing and you will
have a chance to witness ours in action. One of our instructors will then
talk about police use of force. |

Week
5
|
This class deals with the
topic of crime prevention. We will discuss prevention programs and provide
tips for keeping your home or business safe. Our Public Relations Officer
will also talk about media relations and the processing of customer
complaints. |

Week 6 |
Members of the traffic safety team will talk
about traffic safety enforcement techniques such as RADAR and LASER. They
will also talk about the investigation and reconstruction of serious traffic
accidents |

Week 7 |
In this
session, representatives of the Connecticut Superior Court will provide
you with information about the court system and the criminal prosecution
process. |

Week 8
|
The discussion this
week will center on police response to domestic violence investigations.
Also, the topic of child abuse will be discussed. |

Week
9 |
The department’s
Support Services Division will be highlighted in this class. You’ll
learn about police communications and the role of the police
dispatcher. E-911 service and police response times will also be
discussed. In addition, you will receive a brief introduction to
criminal law, constitutional law, and search and seizure laws. This
will provide you with insight as to the limits today’s police officer
operates under. |

Week 10 |
A discussion of the
department’s new drug resistance education program entitled Tools for CARE
will take place. Members of East Central Narcotics (ECN) will also be on
hand to talk about our regional approach to investigate drug cases. In
addition, the department’s two School Resource Officers will enlighten you
on the current issues they face at our Middle and High Schools. |

Week 11 |
South Windsor is
involved in a number of regional initiatives. By pooling resources and
talents of many communities, the tasks of communication, narcotics
investigations, and criminal investigations can be much more efficient.
You will learn about South Windsor’s connections with several regional
organizations in attempts to minimize the cost of operation and provide
South Windsor residents with the best in police services. In addition,
the department’s Community Service Officers and Elderly Services Officers
will have a chance to tell you a little about their unique positions. |

Week 12 |
Graduation - You will
be asked to complete a brief critique of the P.A.C.T. program and be
treated to a nice graduation ceremony. |
