Deputy Chief of Police


Deputy Chief Richard A. Riggs serves as the
department's executive officer and is second in command of the department.
Prior to his promotion he served as commander of patrol operations.
Deputy Chief Riggs has been a member of the South Windsor
Police Department since 1979. Through the years he has served as a patrol
officer, patrol supervisor and patrol watch commander. He has been assigned
as a criminal investigator, manager of the public information and technology
section, and coordinator of the department’s field training officer program.
Deputy Chief Riggs also served as aide to the Chief of Police where he was charged
with the research and writing of department policies. He also served
as the department's public information officer.
Deputy Chief Riggs holds an Associate’s Degree in Law
Enforcement and a Bachelor’s Degree from Charter Oak State College. He is a
graduate of the Institute of Law Enforcement and Administration in Plano,
Texas, and the Supervisory Leadership Program at the Connecticut Criminal
Justice Command Institute.
